What: On August 1, 2025, the U.S. Environmental Protection Agency (EPA) proposed to repeal all greenhouse gas (GHG) emission standards for light, medium, and heavy-duty vehicles and engines. The EPA also proposed to rescind its 2009 finding that GHG emissions from new motor vehicles and engines contribute to air pollution which may endanger public health or welfare.
Why: The EPA is asserting that the Clean Air Act does not authorize the prescription of emission standards to address climate change. Additionally, the agency states that its 2009 finding that greenhouse gas emissions posed a danger to public health unreasonably analyzed the scientific record and is no longer reliable. Finally, EPA holds that no requisite technology for vehicle and engine emission control can address the global climate change concerns identified in the 2009 findings without risking greater harm to public health and welfare.
Action: EPA will be holding a virtual public hearing on August 19 and 20, 2025. There may also be an additional session on August 21, 2025. Register for the virtual public hearing by sending an email to EPA-MobileSource-Hearings@epa.gov. If you wish to attend or speak at the public hearing, registration should be received by August 12, 2025.
