FCC’s Modernization of National Environmental Policy Act Rules Roundtable – September 4, 2025

The Office of Advocacy is hosting a Small Business Roundtable that will focus on the FCC’s proposed rules to update NEPA compliance.

The National Environmental Policy Act (NEPA) requires all federal agencies to evaluate the environmental impacts of their actions. The statute created the Council on Environmental Quality (CEQ), which assists with NEPA implementation across the federal government. Federal agencies issue their own NEPA implementing procedures in consultation with CEQ. The Federal Communications Commission issued its proposed NEPA regulations on August 19th. These proposed regulations can impact small businesses by determining the level of environmental review assigned to the projects they work on and benefit from. Extensive NEPA review processes can delay projects and lead to litigation. The purpose of this roundtable will be to help inform FCC on current issues with the existing NEPA process and how the agency’s proposed revisions can reduce unnecessary delay.
