EPA Proposes Revisions to the 2026-2027 Renewable Fuel Standard Requirements

What: On September 16, 2025, the U.S. Environmental Protection Agency (EPA) issued a proposed rule repealing most greenhouse gas (GHG) reporting requirements.

Why: The EPA has been collecting GHG reporting data for the past 15 years from stationary sources, such as power plants and manufacturing facilities. While this data has been used for past EPA regulatory efforts, it does not have a specific purpose under the Clean Air Act. In this proposed rule, the EPA has determined that the GHG reporting program “imposes significant cost on the regulated community and eliminating the collection of these data would minimize the burdens of reporting and recordkeeping, consistent with the Paperwork Reduction Act.”

Specifically, the proposed rule eliminates GHG reporting requirements for all sources except the petroleum and natural gas industry. For the petroleum and natural gas industry, reporting requirements are suspended until 2034.

Action: Comments are due November 3, 2025. The EPA will hold a virtual public hearing on October 1, 2025. Register for the hearing by sending an email to GHGReporting@epa.gov.
