What: On July 25, 2025, the Comptroller of the Currency (OCC) published a regulatory review seeking comments to help identify outdated or otherwise unnecessary regulatory requirements on insured depository institutions and their holding companies. This regulatory review specifically requests comments on categories of regulations: Banking Operations, Capital, and the Community Reinvestment Act and agency rules issued in final form as of July 25, 2025.
Why: Section 610 of the RFA requires agencies to review each rule that has a significant impact on a substantial number of small entities. Thus, OCC seeks comments on the following:
- The continued need for any rule of concern issued in the last ten years,
- The complexity of the rule of concern,
- The extent to which any rule overlaps, duplicates or conflicts with other Federal rules, and, to the extent feasible, with State and local government rules, and
- The length of time since any rule of concern has been evaluated or the degree to which technology, economic conditions, or other factors have changed in the area affected by the rule.
Action: OCC’s regulatory review is published in the Federal Register. Comments are due to OCC on or before October 23, 2025.
